I would say that for the most part, networks do choose relatively unknowns to host. Not totally unknowns but not huge stars either.

Late Night - Conan O'Brien 1993-2009 - Writer for SNL, Simpsons
Daily Show - Craig Killborn 1996-1998 - Came from ESPN
Late Late Show - Craig Killborn 1999-2004 - ^^
Late Late Show - Craig Ferguson 2005-... - Some successes in the UK, Played Mr Wick on Drew Carey Show.
Daily Show - Jon Stewart 1999-... - Guest hosted for Tom Snyder and filled in for Killborn after Comedy Central booted him. Almost got the Late Night instead of Conan and was rumored to be offered the Late Show if Letterman left for ABC in 2002.
Colbert Report - Stephen Colbert - Dana Carvey Show, Daily Show Correspondent.
Late Night - Jimmy Fallon 2009-... SNL cast member. He went straight from the Groundlings to SNL.

Jay Leno is the most famous person to get a late night show followed by Jon Stewart and Fallon.

With the exception of Killborn and Fallon, they are all stand ups or sketch comedians that have had some minor successes but could be considered 'unknowns' to most.
