I think nsa primarily tasked with signals intelligence and stuff, identifying threats to U.S. interest from both within and abroad. Monitoring phone and internet traffice. They don't require field agents as much. FBI and ATF are basically just national police force. CIA seems to have their hands in everything, both covert and on the battlefield (afghanistan).

Also, don't most G8 countries have strict policies against assasinations? who knows what they do behind the scenes but in general, they do no take part or condone assasinations while Israel full on admits and carries them out?
