Think about it though, even if they STEAL someone else's passport they would still have to doctor it to switch the picture, right?
So why not just make your OWN passport?
Plus, if they doctor it to change the picture, they'd have to change the picture in every single database around the world. Easy to change the picture on the passport, but not so easy to change your picture in the Interpol, FBI, CIA, NSA, or any other intelligence service database.
This all sounds like a huge farce to me.
