Here's a serious suggestion, although cash-flow and attendance will dictate if it's possible. You may want to think about a Casino Night.
1. Rent a community hall.
2. Hire a casino/gaming company.
3. Get some donated prizes.
Run a funny money casino, and have people use the 'winnings' in a silent auction or to buy raffle tickets. I went to a party like this once (a combined (Stag/Staggette) and it was AMAZING. They sold tickets ($30 iirc) to help fund everything, but it was well worth it. And heck, Vegas weekends can easily got 20x that much, lol.
In a hall you'll be able to serve booze, if you want.
The youngster shouldn't have a problem being there/involved (bending a rule perhaps)
25-50 people would be a decent turnout, although you go easily go larger.
Serves as a great party for the couples "Not quite close enough to come to the wedding" friends, like coworkers and neighbors.
I would also suggest a (reasonable) cash bar. Have a big cash prize at the end, or perhaps, proceeds to go to the newlyweds.
