I believe that was one of the goals. I think many things were rebuilt from the ground up, but built to look exactly the same.
I remember hearing one interesting story from a podcast. Before snow leopard if you had a dvd in your mac and one of your applications was using the dvd, it wouldn't eject. Not a huge problem until you had 10 apps running at once and no idea why your disc wouldn't eject.
Snow Leopard brought in a feature that would pop up a little window saying "sorry, that disc can't be ejected because application x is using it". As simple as it sounds, I guess that problem was so deeply rooted in the OS that the only way to fix it was to rebuild the entire thing from the ground up.

Sweet Jesus. You may have just fixed my #1 reason for hating safari. It does that by default but I've never thought to turn it off for some reason.
