According to the weather hisotry it was +8/+4 February 16th, 2009 in Vancouver, BC and today is what +9/+2. Not a huge leap one way or the other.
To add to that this Olympics is one of the latest starting dates in the history of the Winter games, with MOST starting a week earlier. IMO when you have a non-winter city hosting the games you would want to make it as deep into the so called winter months in that city, not the days going into early spring.
Who knows it is easy to talk about it now but I don't think anyone who has lived in or close to Vancouver are surprised by the weather the city is having in mid to late February.
