I would agree, your only allowed to turn into the nearest available lane.
This is a gold mine for handing out tickets... I moved away from Calgary quite a few years ago but I wonder if the cops use the same trap at Center St. and 6th Ave that they used to...
Northbound on Center St. turning left onto 6th Ave, the traffic cops, usually 12-15 cops, would stand around the corner out of view and absolutely nail the cars turning onto 6th Ave, like shooting fish in a barrel, unreal the money they made there.
Caution and common sense needs to be thrown away to follow the law in this case... The law states you have to take the first available lane, the curb lane, so you would have to wait for a chance to turn in the busy traffic, and then giver hard left (right beside the busy sidewalk where the people are stepping of the curb with a "walk" light...) Remember your blindsiding them from over their right shoulder.
Or get a ticket,
and if you hit the pedestrian of course you were also at fault... The City sure made some cash there.
