Well to be honest, Bush's cabinet has nothing to do with anything concerning this issue. His cabinet is the most ethnically diverse cabinet because he is trying to dispel the notion that something like 77% of the party is white/christian.
Whether or not they are the best people for the job, or if they were picked for their race is an on going debate.
Now that being said, I can say with confidence that even if Bush was a closet card carrying member of the KKK, there is no way in his position he'd want to be labeled a racist. So he'd do everything in his power to stop this, which is what I think he is doing.

You make like ALL the National Guard troops were over seas. They now have 15000 troops in Louisiana, and are going to double that in the next couple days. They didn't just pack up and come home that quickly.
Also, regardless of 'not wanting to be considered a racist,' the National Security Advisor is a very powerful position. If you want to 'appear' to be diverse, make a black person the head of health care or some other such useless function in the US. You wouldn't make a black person one of the people you are going to rely on the most in your years in office, because that's the US's biggest issue right now. Homeland Security.
pass poor resource management aside, I thought that the FEMA was changed to assist in terrorist attacks? So in essence, he was denying security against them, wasn't he? Or is that a lie, and he was really denying disaster relief? Make up your minds! Was it turned into a department for relief of terrorist attacks, or wasn't it? And if it was, as everything seems to accept here, how is denying them 50 million helping natural disaster relief?
