It would appear, Clarkey.

The article quotes Klien saying that Alberta is running at peak capacity. Nobody else. Nobody from any other province. Just people from Alberta.

So Clarkey then says that they are all running at peak. So unless he has another link showing that Bernard Lord has also come forward and said that St. John is running at peak as well, I can only assume. When the link is provided, I will see that I assumed wrong and that Clarkey did do his research on the situation in the other provinces and didn't just assume, based on the article, that all refineries could not produce more.
