Does anyone know of software that can annotate or add highlighting to PDF files? Preferrably something that is open-source or free?

Obviously Adobe Acrobat (the full, paid version) can do this. But for occasional use, the price is hard to justify.

There are open source ways to create, split, and merge PDFs - how about annotating and/or highlighting?
