Ward 9 if it is the part of NOLA that I think it is, is an all black community. NOLA is highly segregated still. Ward 9 is one of the hardest hit areas.
That being said, there is a very large black community there.
There is a annual Rap Artist festival / awards there every year.
I am not trying to be racist or deragitory, but I don't think the majority of the black community had any means of getting out. Which is why you are seeing alot of black people. Everybody that was able to get out, was out 2 days before the storm hit.
And we are at the mercy of what the tv stations will show us.
