NOLA is a huge port for commerce and the oil & gas industry. So I could see the govt putting more money into HLS as it is a viable target.
The Orleans parish (Downtown New Orleans, and I beleive Ward 9 is part that parrish as well) actually voted Dems. So maybe that is why GW Bush has been slow to respond huh? I doubt it. He has activated 125, 000 reservists to help with this. But when the airport is closed, and one of 2 access roads under water, its going to take a few days to get help there.
As for the levees, they should have been built with a cat 5 hurricane in mind. Why they chose to only build for a cat 3 is beyond me. But it probably had to do with money back when they where first built. And I am sure that the state of Louisiana has been lobbying for new or upgraded levee's for a while. I don't imagine this is a new request. Why didn't Mr. Clinton upgrade them? He had a tonne of money to play with.

Correction, Ontario has been voting for the Liberals. Western Canada has been voting against the Liberals for a very very long time. When you know who has formed the new government, before your polls are even closed, it kind of makes you complacent.
