Most people of course aren't going to eat others left-overs, but countless times the wrong product was made and simply has to go to waste. If everyone were allowed to eat these, the amount of "wrong" products made would go up.
Eating left over food is time honored right of the dish pig. It is one of the few perks of an otherwise terible job. The best was working at a place with a buffet.
