Before your time apparently . . . . . google Halifax Riot.

Where did these people come from? They were there all the time. Just like they exist in any community right now.

They're also here in Calgary right now. Take the police out and watch what happens.

One error the authorities made early was not shooting looters on sight . . . . that would have been a significant deterrent for the majority who seem perfectly capable of walking to Wal-Green to kick in the doors but can't seem to make it to emergency centers.
