You have to take into account the extreme desperation these people already lived in before this disaster. Can you expect these people not to loot, when they are so poor, they couldn't even get out when the evactuation was called?
If I had to live like them, I can't guarentee I wouldn't be looting too.

I would say sometimes it does. Sometimes you have to do what you have to do to survive.
I'm not saying it's right, but it might just be the reality of the situation. We can't expect everyone else to have the same moral standards as us.
