Take a pill buddy, no reason to impound someones car because you feel like being a jackass, how do you know they weren't in a bad mood like you? no need to take out your being passed off on someone else.
EDIT- unless I'm reading this wrong, it's also entirely possible that they was an emergency and they needed to get some where.

No, definitely not an Emergency vehicle. It was just a plain regular dark blue Ford Explorer. It's very possible they were equally as passed as I was, but given the mood I was in, I was willing and wanting to make that idiot pay for blatantly being a ****** for no reason. I mean, I was going to take my frustration out on the rightful source -- my school. I was going to write them a letter and ask why they didn't notify me of the class cancellations. This person, if they really were in a bad mood, decided to take their anger out on me and other car drivers by being a rude moron. It was very obvious they were deliberately not letting me over, and basically making it impossible for me to merge, like I said, almost hitting my car at times.
At any rate, I really wasn't looking for your opinion on the story, I was just providing some background information so that people wouldn't come to this thread and say "Huh?". Rather, what I did want was information on how to impound :P [/b][/quote]
I wasn't implying it was a city vehicle, something like someone in the vehicle was injured and they needed to get to a hospital or the wife was pregnant.
My guess was if you really want to follow through (which I don't recommed because I'm pretty sure buddy won't be too happy that you got his car impounded) probably call your local police station and tell them, most likely they won't impound it, my best guess would be they tell you to suck it up, or tell you they'll send a letter as a warning and than not do shinguard about it, but whatever makes you feel better.
It takes alot to get a car impounded, stuff like if he was driving with a suspended liscense or a DWI (I think thats what it's called in the states).
