You have to take into account the extreme desperation these people already lived in before this disaster. Can you expect these people not to loot, when they are so poor, they couldn't even get out when the evactuation was called?

I think it does if you are stealing food or things you really need.
But these bozos are stealing stereos, TVs, cigarettes, and liqour.
