This all transpired because NBC was greedy. They tried to keep Conan from defecting in '04 by promising him the Tonight Show in '09; they tried to save money and keep Leno from defecting in '09 by shifting Leno to 10; and when the new configuration wasn't successful, in no small part because Leno at 10 was the biggest bust of all and pissed off the affiliates, they tried to keep everyone by cramming them all into late night.
