Well... Here's the long answer, assuming you are serious:
This trend began for 2 reasons.
A: In prison, you aren't allowed to have pants with pockets. If you get pants that are too big and long, you can roll up the bottems and keep items in there - like pockets. People who did a stint in the joint and then got out continued the fashion, though, probabley not the use as pockets.
B: Other people had to deal with wearing a lot of hand me downs.
Groups A & B had some cool people in them, it became a style, now Jimmy from the burbs is dressing that way, and he has no idea why.
