They are banned because everyone thinks they do harmful things to the body, but as the article said, there is really nothing that they do to your body that doesn't go away immediately after you stop taking the steroids or is fairly easily reversable. There are many things that will never be banned that are quite a bit worse than doing steroids. Why isn't everyone making a big deal about those things. There are lots of other things that athletes can do that are "performance enhancing" and may be as "harmful" to the body that no one worries about - I think the article compares it to painkillers like Tylenol.
Combine that with the fact that MLB basically was intentionally turning a blind eye to the whole situation in the 90s - basically encouraging to players to take things - and I don't know how anyone can come down like they do on these players.
