I guess that is totally a "YMMV." I have had police give me warnings for speeding instead of a ticket, and once when I couldn't find the registration the officer made me promise to drive right to the DMV to get it re-printed instead of giving me the ticket.

I know every GM car I have ever owned with air conditioning has had factory tint on the front windows. There's something etched into the glass saying something like "Meets DOT standards for blah blah blah...."
