Chicken and egg.
Knowing how to get rid of the ball in a hurry or evade a sack is a huge QB skill. Sure an O-Line can prevent a lot of sacks. But a good QB can avoid a lot of sacks from questionable lines by getting rid of the ball in a hurry.
