People generally have a lot closer face-to-face relationship with police officers than they do garbagemen. How many of you go out and talk to these guys on a daily basis? I doubt they even want to chat with you. Get the trash picked up, and carry on.
I agree that you can tip whoever the hell you want, but I personally think tipping a garbageman is ridiculous.
