I think you draw the line on someone who is in personal contact with you in serving you on a continuous basis during the year, and garbagemen would qualify... whereas the others you mentioned would not.
When you think of it there are not that many who you should tip i.e. the mailman, paperboy, garbagemen, masseur, hairdresser, cleaning lady etc.
If I lived in the country, and the plow operator took the time to clear snow on my property, I'd give him one also.
