The only circumstance I could fathom doing this would be if you were in a small town and you actually knew who the garbage man is/are, or you are living in some city where the garbage service is spotty and tipping is a way to try to get better service. In Calgary, odds are you've never met the guy and the one picking your garbage up at Christmas probably isn't the regular anyway.
Just out of curiousity, what other situations do you commonly tip in, and how much do you tip? Anything other than servers, barbers, taxi drivers, bellhops, and chambermaids?
