There are free sites like fitday.com or myfitnesspal.com which can track all those things. They can't link up with a Garmin device or anything but same idea.
Without getting too personal what are you trying to accomplish? What are your trouble areas? What kind of access do you have to fitness equipment?
I guess my main question is why do you think this program will help you succeed?
