The ultimate policy, with any company that is wanting to succeed in sales, is to keep customers happy.
Currently, hybrids only make up 2% of the market. Even 5 years from now, hybrids are only predicted to make up 5%-10% of the market.
The "one scofflaw" is hybrid owners, and you are right, they will not risk their bottom line to appease you.
