racism:

xenophobia: fear and hatred of strangers or foreigners or of anything that is strange or foreign
so in a hypothetical society where both black and white people were 'the norm', one may be racist but not xenophobic towards black or white people, and be xenophobic but not necessarily racist towards a Chinese immigrant.
