I don't think Calgary is a racist city. IMO, it's a city that is learning to be multicultural, and isn't entirely comfortable yet. Cities like Vancouver or Tronna have been highly multicultural for a long time, and are very comfortable wearing those shoes. Calgary has more recently become the same way; I'd venture that most Calgarians think it's a good thing and are quite happy about it, but it still feels a bit weird, a bit abnormal. It's kinda like me and my lady, we're IR (interracial). At first our families were kinda awkward about it, but eventually it just became same-old, same-old for them.
