I had a co-worker that thought like this. He'd park in the handi-capped stall if there was no other place within a reasonable distance (according to his idea of reasonable) for him to park. The building only had one handi-cap stall. Everyone thought he was a giant ######. He seemed like the kind of guy that would come over to your house and ask to use the washroom and then not flush.
Anyway, handi-capped stalls are a legal building requirement. You get fined for a reason if you park in them. If you are not handi-capped then you have no reason to be parking in them.
