For me, this issue has nothing to do with the environment.
Preferential treatment based on something highly affected by an economic factor or income through choice of vehicle is pure and simple discrimination.
A single mother of 5 children can't park close to the mall because all she can afford is a 10 year old minivan? Too bad for her, she forgot that the environment is more important than her family!
