That article is so dated many things have changed since then.
For one, Lucky has different owners (the nguyen family), who have zero affiliation to Jays. I've been there many times, and I don't smell rotten fish nor is it filthy. Actually, I was there last week and the meat department was very clean.
I highly recommend Lucky Supermarket. The prices are better than T&T, and the portions are bigger. Every asian person knows T&T is a ripoff. We just go there out of convenience.
And yes, I'm sure someone here will accuse me of working for Lucky, cause you know, brand/store loyalty=work for said brand/store
