I read the article, and I have to say, that I am not at all convinced regarding the original poster's premise in starting this thread, which was to attempt to provide some basis for the false notion that a 15,000-seat arena could sustain a NHL franchise:

So, what did Gary Bettman actually say? He most certainly did not say that the NHL is anxious to relocate to Winnipeg or any other NA city with a 15,000-seat arena. He did not say that there were any plans in place to even consider Winnipeg as a viable destination for a NHL franchise. What he said was that an arena with a capacity under 16,000
might be viable. It sounds like he is willing to entertain the possibility, but this is NOT the same thing as offering some sort of official approval.
