It's scary, but certain offenders are great at manipulating all sorts of people in power, often parole officers, to achieve all sorts of gains. Generally these people are fairly psychopathic. One of my profs showed in his research that in Canada a psychopathic sex offender has a far better chance of receiving parole than a non-violent, non-psychopathic offender. The parole board doesn't like him much any more.
This case seems to be something similar: an offender manipulating someone in power to get out of jail. Just sad that police officers or others in the public end up paying.
