You act like "colonials from 100 years ago" were just a blip on the radar and should be easy to forget. There are widespread issues that have occured thanks to Africa's colonial past. Its not as simple as forgetting it and moving on.
State intervention is difficult because most African states have unstable or corrupt leadership. Is that a result of colonialism? You bet.
Its also about having the infrastructure to educate the population. Again, something not prevalent in most African countries. Why not? You guessed it. Also, the corrupt governments probably want to perpetuate this behaviour because it keeps the population scared, weak, and easier to control.
But yeah, its just liberal guilt.
You are out to lunch if you think the colonial past of Africa hasn't presented a multitude of problems.
