How long distance (LD) works with cell phones...

While your number matters, more importantly on outgoing calls is whether or not the number is local to WHERE YOU ARE. If you are in Vancouver calling a Vancouver number, you can have a Timbuktu phone and it would be a local call. However, the person calling you, regardless of where they are calling from, is not calling Vancouver if you have a Timbuktu number, they are calling Timbuktu. Who is responsible for the LD in that case? The receiver. It is not the callers responsibility to know where you are.

So it's not really roaming charges at all, it's LD charges you're paying. If you're in Vancouver with your Timbuktu phone calling back to Timbuktu, that's a LD call.

If you are outside of Canada, that is when you face roaming charges for roaming of a US carrier's network.
