Eau Claire YMCA is the only one in town that requires the DL, it seems. Drop-in at Crowfoot requires nothing.

In regards to privacy laws, although IANAL, the only real requirement is that they have a clear privacy policy. What the real issue is if they do anything with the information on your DL. If they do (or don't, even), then those usages need to explained in the policy.
