Not to sure what to make out of it really. It's a big tough dog, so I don't really think it's being hurt at all. The cop's obviously trying to establish dominance over it, but he seems to be having some problems keeping his cool. I could be wrong, but I think you could accomplish what he's trying to do without throwing the mutt around like that. I dunno, maybe it's a cop thing
