Yes and it doesn't really matter the size of the dog, bigger dogs just need a bigger pan that they can go on/in. My South African Borboels did excellent with a pan on those minus 30 plus winter days in the house, or through the night if needed, or when they were home alone, as did my 16 year old Chihuahua all the time.
There's also some indoor potty area things that I've seen, never tried them though...personally.
