Not allowing it to be used on pins, I can understand, because those could conceivably take money away from the legion when people buy the pins to use rather than the poppy, and assume that they're supporting the legion by buying and wearing the pin.
But the cookies make no sense. It's not like buying a poppyseed-shaped cookie is going to make me less likely to buy a poppy from a veteran. The legion needs to be careful that they don't litigate away the poppy's status as a treasured national symbol.
