If you go under your network connection, properties, you will see a value called IPv6 connectivity. Both it, and IPv4 should be checked. Try unchecking the v6 one and rebooting...

It is my understanding that v6 is not that common yet, and I have had problems the same as you in Vista and Win 7, and this fixed it for me. I havent had a single internet dropping issue since I did this
