I live on a busy street in Vancouver where car alarms go off probably 5 times a day outside of my apartment. Thankfully, the city has some regulation when it comes to noise pollution. I have the by-law control on speed dial and call them up when a car alarm has gone off more than 3 times in a 24 hour period or longer than 60 seconds continuously. They'll send a tow truck and tow the bas**rd and I'll be laughing from my balcony.
The day of the car alarm has come and gone. In BC at least all 2005 car models and on are legislated to be fitted with an immobilizer instead of a car alarm. They will gradually be phased out with a new auto fleet.
