Manitoba is a closed records province. Adoptees still do not have the right to access their original birth certificates, nor can natural parents obtain the adopted names of the child they lost to adoption.
Non-identifying information is available to natural parents, adoptees, and other natural family members. Manitoba also maintains a passive registry and staff will also conduct active searches. Identifying information can only be obtained with prior consent of the person who is being identified.
Essentially , I think if you can locate the natural (biological) Dad or Mom and they are willing to help, then they can get the info and the adopted person is contacted and asked if they consent to release of the info. from what I understand....but I understand very little and comprehend even less.
