Really? Is that a typo? According to Microsoft the requirements for the 32 bit version is only 16GB. Even the 64 bit version is only listed at 20GB.
edit: And yes, all the extras to have full hardware compatibility with everything on the market and backwards compatibility, etc add up into a larger OS footprint. Some OS's worry about that kind of thing, some don't. Probably not something worth starting a computer holy war over. Each type of system has its place.
