I wonder if they like having casinos because casinos are big money makers and relatively easy on land. I mean, they could drill for oil, but then they're risking f'ing up their land. A casino is one building that generates alot of money, and also jobs.
Doesn't seem like a big mystery to me. What are the alternatives (haha! I said natives!)? There are few businesses that can exist on an island. A casino is one of them. People come, spend, and leave. Kinda makes perfect sense to me.
