Why would anyone have to "justify their existence"? There are casinos all over town. Who justifies their existence? Why were white people given casinos?
My uneducated guess is that casinos make a lot of money, so someone, somewhere, decided to build a casino on an Indian Reserve in order to make a lot of money.
If a casino on an Indian Reserve pays less taxes or somehow makes more money than one in the city, good for them.
