Sorry if this is ignorant, but do First Nations pay any tax to the Canadian governments (provincial or federal)? I assumed not because my understanding was that they are technically independent "Nations" that have their own governments. If that is the case, then my guess would be that they pretty much have free reign to build what they want on their own lands, and so they build big, money-making casinos and implement their own "taxes" against their casino earnings.

That's just a guess on my part, I'm not really well informed.
