My challenge from earlier on still stands. Can someone show me the passages that apply to the 2-way stop scenario? 2 cars facing each other, person making a left arriving first. Person going straight arriving second. Who has the right of way?

So far a couple of people think the first person to arrive goes. A couple think that the person going straight through does.
I'm leaning towards the person going straight through has the right of way now. It does make sense from a practical and safety stand point. Treat it like a scenario where 2 cars are facing each other without the 2-way stop sign. The order is the person who goes straight is first, then the person making a right turn, then the person making the left turn.
