Anyone who would ask a 23 year old to co-sign for a Boob Job is trying to take advantage IMO.
Don't worry about them being ticked off at you for saying you won't do it. You don't need to make up excuses. If it was for some sort of life saving medical treatment they would be upfront with the reason they need the loan. If not they probably don't consider the fact that it could burden you with financial hardship and aren't losing any sleep over that.
You don't need people like that in your life.
You can pick your friends but you can't pick your family.
