Are we talking about blown in insulation? Because for bat insulation I can see there not needing to be drywall. (I installed my bat insulation then put up the vapour barrier.) But I can see somebody who is blowing in insulation insisting on something stronger than staples and vapour barrier holding it all up. Especially if they aren't the ones putting up the poly.
